Individual in this role will serve as a strategic HR leader to the business, developing HR solutions that drive INOVIO’s talent action plans. In this role, the Associate Director will be focused on developing and executing HR strategies to attract, engage, develop, reward, and retain top talent. The position collaborates with site based INOVIO leaders and all HR team members to address organizational needs and implement talent initiatives. In addition to strategic HR responsibilities, this position will have hands on responsibilities, and oversight of the following functional areas: Talent acquisition, new hire onboarding, benefits administration, health and wellness initiatives, employee relations, training, performance management, compensation planning, records management, policy implementation, off boarding, affirmative action, and employment law compliance. This role will report directly to the Chief Human Resources Officer and be a member of the HR Leadership Team while providing supervisory oversight for HR team in San Diego.Essential job functions and duties
Develop, deliver, and execute HR programs and procedures for all INOVIO West colleagues.
Establish, build, and maintain strong relationships with site-based leaders and colleagues to ensure HR programs and solutions meet business needs.
Lead full cycle talent acquisition efforts for all exempt and nonexempt roles in the San Diego office, including students and temporary employees.
Oversee new employee orientation to ensure employees gain an understanding of INOVIO’s benefits, procedures, culture, and other resources.
Provide oversight and resource support to the HR department regarding all benefits administration. This includes working with third party vendors in claims resolution, change reporting, approving invoices for payment, leading the open enrollment process, and communicating benefit information to employees.
Partner with all HR colleagues to develop and facilitate learning and development plans for colleagues and teams.
Assist with development and implementation of performance management and rewards systems.
Enhance manager and colleague performance by identifying and clarifying problems; evaluating potential solutions; implementing selected solution; coaching and counseling managers and employees.
Off board colleagues who leave the company including organizational communications and exit interviews.
Continuously review and recommend new approaches, policies and procedures to effect continual improvements, gaining further efficiencies in HR.
Complete special projects by clarifying project objectives; setting project plans; conducting needs assessment, completing best practices research; organizing HR data and information and ultimately developing solutions.
Maintain compliance with all federal and state regulations concerning employment including employee personnel files.
Administer FMLA/STD/LOA claims.
Administrative functions including filing and other functions as needed.
Provide HR oversight of multiple facilities in the San Diego area.
Manage, coach, and mentor multiple direct reports.
Perform other related duties as required and assigned.
Minimum requirements
Bachelor’s Degree required. Professional Certification (PHR or SPHR) preferred.
Minimum 8 years’ experience in an HR Generalist position.
Knowledgeable in CA state and federal regulations and compliance
Full-cycle talent acquisition experience.
Creating and implementing HR policies experience.
Outstanding communication and problem solving skills.
Focus on people as strategic resources that can be developed to enhance organizational effectiveness.
Expert in Microsoft office specifically in outlook, word, excel, power point
Must have experience using Applicant Tracking System (ATS)
Team player. Must partner with others and respond to change and new ideas in a positive manner.
Exhibit an understanding of benefit plans and stay current on all benefits related issues
Time Management. Organize work and set priorities to meet schedules and deadlines
Negotiating skills and experience resolving complex employee relations’ issues
