Lawrence Berkeley National Lab’s (LBNL) Office of the Chief Financial Officer Division has an opening for a Post Award Subcontract Administrator to join the team.

In this exciting role, you will provide assurance program support to the Business Assurance Group, and to the Procurement Department. You will be responsible for the administration of the Department’s subcontracts post award to ensure compliance with the LBNL prime contract and the Department’s policies and procedures. You will provide resolutions to problems of limited scope, use standard practices and procedures, and learn to use concepts and laboratory policies and procedures to solve routine problems. You will report to the Business Assurance Manager and work is closely managed.

What You Will Do:

Proactively coordinates with subcontract administrators in the Procurement department to complete any tasks after a PO or Subcontract award (post award).
Draft and finalize desk guides for all post award tasks for individual use and department reference by interviewing department Subject Matter Experts.
Responsible for select post award tasks, such as:

Verify E-Verify enrollment status
Verify System for Award Management (SAM) registration
Troubleshoot and clear financial management system (FMS) invoice match exceptions
Perform simple and formal closeouts, including construction closeouts
Review labor compliance payroll (LCP) Tracker Certified Payroll for construction work
Review of expiring Master Agreements (MA) and MAs that are reaching their ceiling and take appropriate action (modification, closeout, etc.)
Review FMS Sourcing Workbench processes for errors and/or work with the procurement specialists to resolve issues
Review for compliance, track and manage Certificates of Insurance (COI)
Obtain required documentation for issuance of a Notice to Proceed letter, when required
Perform oversight on Government Furnished Property (GFP) & Supplier Acquired Property (SAP), and award modifications
Adjust property lists, and work with Property management for barcode issuance for SAP
Obtain bilateral signatures on subcontracts
Participate in the analysis of data for trends/forecast of issues/training needs
Perform and manage modifications to incorporate wage determinations and Wage Benefit Parity rate updates
Obtain export compliance classification number for goods purchases when the classification is not received prior to award
File Notice of Completion to county after completion of construction work
Assist with sustainability reporting
Assist with checking suppliers licenses as applicable
Other tasks as assigned

What is Required:

Bachelor’s degree in business, management, or other related technical field, or equivalent experience/training, and a 0-1 years experience in a multidivisional organization requiring interaction with customers.
Ability to edit a variety of documents for grammar, syntax, style, and clarity. Proofread and correct others work and submit high quality final documents.
Demonstrated ability to work independently on multiple assignments, establish priorities with close management, use judgment to determine appropriate action and to select methods and techniques to obtain solutions and make decisions within moderate scope of work.
Demonstrated ability in interpersonal, oral, and written communication skills. Demonstrated ability to establish and maintain long-term working relationships with a broad cross-section of people in a variety of departments.
Demonstrated decision-making and problem-solving skills. Ability to secure cooperation and teamwork among Procurement personnel in support of management goals.
Must be organized, resourceful, detail-oriented, a quick learner and a self-starter.
Proficiency in using Word, Excel and Adobe Acrobat software.

Desired Qualifications:

A minimum of two years experience in a multidivisional organization requiring interaction with customers.
Demonstrated ability to work independently on multiple assignments, establish priorities with limited direction, use judgment to determine appropriate action and to select methods and techniques to obtain solutions and make decisions within scope of work.
Demonstrated ability to work in a fast-paced work environment with remote, telecommuting and onsite workers, and willingness and ability to learn remotely.
Experience in reviewing insurance certificates for compliance with requirements.
Proficiency in using online tools such as Google Apps (e-mail, Drive, Calendar, Sites), and Smartsheet.
Familiarity with the Federal Acquisition Regulation and Department of Energy Acquisition Regulation.
Experience in a Procurement environment.
Experience in an Oracle-PeopleSoft Financial Management System or equivalent system.

Notes:

This is a full time, 1 year, term appointment with the possibility of extension or conversion to Career appointment based upon satisfactory job performance, continuing availability of funds and ongoing operational needs.
