In support of the Chief Financial and Operations Officer, the Finance Director will play an integral role in the functioning of the SCPR daily business, financial and accounting operations and the relationships with its constituent organizations, vendors and partners. The Director of Finance is responsible for the implementation of strategic and organizational financial objectives, new processes and maintaining regulatory compliance. In this capacity, the Finance Director will manage business planning for new earned income opportunities that will support sustainable growth for programming (broadcast and digital), and which are consistent with SCPR’s mission and non-profit charter. Carry out necessary steps to bring opportunities to fruition, including ensuring ongoing management of strategic alliances and contractual arrangements. The Director will be responsible for directing strategic priorities, goals, and objectives in collaboration with the Chief Financial Officer.
The salary for this opportunity will be no less than $110,003 annualized. Exact salary determined by experience and education related to the role, organizational compensation structure and internal equity.
Directs the financial, accounting and budget operations for SCPR, including but not limited to:
Budget, Forecasting and Reporting:
Directs the SCPR Budget and Forecasting Process, including receivables.
Collaborates with budget managers on spending and operational practices to ensure that expenses remain within budget, key issues are noted to provide accurate budget tracking and the ability to report on variances against budget.
Reviews bad debt reserves and collections for cash forecasting.
Reviews monthly income reports with Membership, Major Gifts and Institutional Giving teams to track pacing, identify variances and ensure accurate revenue forecasting.
Manages the restricted funding reconciliation to ensure that all restricted funding expenses and revenue has been identified and captured; including approving journal entries, expense reports and other restricted fund activity for compliance.
Collaborates with APM finance team to ensure financial information is accurate in tracking of the reporting of revenue and expenses.
Manages the financial reporting to the SCPR Board of Trustees including SCPR scorecard, External Financial Statements, Cash Balances and Implications, and Detailed Goals and Budget Reports.
Ensures the Finance Department provides SCPR HR team updates to open positions and that position upgrades are communicated and budgeted on a timely basis.
Ensures SCPR HR team and St. Paul Payroll department are making properly allocations of salaries.
Fund Development and Institutional Giving Grants Management:
Works with the Development and Finance team to manage the accounting and financial reporting of grants and allocation of expenses.
In collaboration with various departments work on developing creative ways of maximizing grant monies and fully utilizing outside funding for ongoing operations.
Create systems with Finance and Development for better tracking and reporting.
Directs and conducts internal auditing procedures to assess exposure to internal control risks and makes recommendations to mitigate these risks.
Assures APMG policies are adhered to and Audit Committee and CFOO needs are met. Works with APMG internal audit team to perform period internal controls and other risk assessments.
Directs the SCPR Cash Handling Process, including petty cash, cash advances and wire transfers.
Manages the SCPR offsite Endowment and ensures that transfers occur when directed by the Board of Trustees.
Manages Stock donations process.
Ensures that deposits are done in a timely manner, revenue streams are coded correctly and provide departments support in revenue collections.
Directs the training of cash handling and PCI compliance.
Contract Management and Compliance:
Directs the Contract management process and ensures timely negotiation, entering into new or renewing contracts with external vendors, ensuring that terms are acceptable and to appropriate departments and Finance.
Identifies ongoing operational requirements associated with new contracts. Ensure that these requirements are part of the planning process.
In conjunction with the SCPR and APMG leadership teams, oversees the development and implementation of compliance regulations set forth by the FCC, CPB, SAG-AFTRA and other agencies.
Ensures that information required from SCPR or APM staff is provided to agencies in a timely manner.
Keeps current on regulation updates and informs and educates the SCPR managers and staff to ensure that any changes or new requirements are implemented.
Keeps staff and management informed and recommend processes of continual improvement of compliance requirements
Maintains working relationships with staff at various partner agencies. Assure that PSOA licensing fees are paid and contracts deliverables are maintained.
Directs the SCPR Purchasing Process, assuring that purchase orders/invoices/ bills/expense reports are processed in a timely and accurate way, and meets the policies and procedures as set forth by SCPR and APMG Finance.
Oversees the employee expense reimbursement process and credit card applications and ensures policies are enforced.
Oversees mobile phone requests/updates.
Meets with APMG Finance on Purchasing/AP updates, questions or issues.
Reviews in-house and offsite inventory counts and recommends valuation changes.
Project Management of Organizational Initiatives:
Collaborates with the SCPR leadership team to oversee the development of plans for implementation of organizational initiatives.
Ensures alignment of SCPR initiatives and plans with priorities in digital, development and content departments. Acts as point of contact between these areas to promote effective communication and cooperation.
Manages timelines or other tracking systems related to deliverables and communicate the status of any individual project or the cumulative effect of all projects.
Actively assesses and recommends continual improvement in work flow and business processes and assists with implementation occasionally.
Works with internal and external clients on revenue generating events.
Collaborates with leadership to identify potential content partners, syndicates, and other business partners with a focus on establishing new revenue flows associated with programs and/or non-traditional distribution paths for program content; builds models to assess those options; implements partnerships where approval exists; manages contracts related to product development and other partnerships.
Hires, supervises, trains, and manages direct staff through providing work direction, constructive performance coaching, mentorship, performance meetings, and on-going feedback.
Fosters a creative and productive work environment. Creates development opportunities and individualized development plans for staff and training to enhance skills and foster growth
Represents SCPR externally for the Finance Department.

Required Education and Experience:
Bachelor’s degree or equivalent work experience.
Minimum 10+ year of relevant work experience.
Minimum 5 years’ management and supervisory experience.

Preferred Skills and Experience:
Master’s degree in finance, accounting, marketing, non-profit/ public administration or related field.
Understanding of the news and/or entertainment industry, business analytics (e.g., deliverable tracking systems) and information technologies desirable.
Knowledge of the public media system – television, radio, online and mobile – desirable.
