Description
Under minimal supervision, in the County Executive’s Office of Countywide Contracting Management (OCCM); to conduct professional level research and analysis on Countywide contracting policies and procedures, to provide oversight and insure consistency in contracts executed and monitored by County agencies/departments, to provide oversight on implementation of and training on Countywide contracting policies and procedures, and to provide administrative support to the County Procurement Steering Committee. Typical Tasks
Conducts research and analysis, compiles data and provides recommendations on policies and procedures related to Countywide Contracting;
Prepares a variety of written and oral reports, staff memorandum, legislative files, draft ordinances, contract terms and conditions, and contracting policies and procedures;
Implements Board of Supervisor directives on socio-economic policies related to contracting;
Reviews and monitors contracts executed by agencies and/or departments for compliance to County policies, procedures and practices;
Analyzes and evaluates agency/department requests for exception to the procurement process and other proposals for immediate and long-term policy and fiscal impacts;
Reviews, evaluates and monitors agency/departmental legislative files related to contracting for accuracy, completeness, and fiscal/policy implications; provides recommendations to the Agenda Review Committee;
Reviews, evaluates and monitors agency/department reports to the Board of Supervisors and/or Board policy committees related to contracting for accuracy, completeness and fiscal/ policy implications;
Compiles and monitors vendor data for compliance with County contracting policies;
Designs, tests and executes new contracting procedures;
Identifies stakeholders and solicits input regarding contracting issues; organizes and conducts meetings with a variety of stakeholders;
Creates and makes presentations the Board of Supervisors, Board committees and County staff on Countywide contracting issues and materials;
Keeps abreast of and evaluates Federal, State and local legislative and regulatory proposals related to public contracting for impact to Countywide contracting;
Responds to a variety of information requests from both inside and outside the County;
Utilizes a variety of information applications and databases; may research and recommend appropriate technology solutions and tools; may manage website contents;
May act as a project leader for a specific assignment which may include supervision of professional and support staff and coordination with other County staff and outside consultants;
May serve as monitor for contracts executed by the County Executive’s Office;
May be assigned as a Disaster Service Worker, as required;
Performs other related duties, as assigned.
Employment Standards
Sufficient education and experience which demonstrates the ability to perform the above tasks and the attainment of the following knowledge and abilities: Training and Experience Note: The knowledge and abilities required to perform this function are acquired through possession of a Bachelor’s Degree in Accounting, Business Administration, Business Management, Economics, Finance, Public Administration, Statistics or a related field;
AND
Four (4) years of increasingly responsible, professional level management analysis experience.
A Master’s Degree in Accounting, Business Administration, Business Management, Economics, Finance, Public Administration, Statistics or a related field may substitute for one (1) year of the required experience.
Possession of a valid California Driver’s License prior to appointment and the ability to qualify for and maintain County driver’s authorization. Knowledge of:
Principles, practices, and trends of public and business administration;
Principles and practices of management analysis and organizational design necessary to formulate administrative policies and procedures;
Principles and practices of research, data collection, and evaluation;
Effective interviewing techniques of staff at all organizational levels in the County and other public and private organizations;
Communication techniques required for effective gathering, evaluating and transmitting of information;
Relevant local, state and federal laws and regulations related to contracts, financial policy and reporting requirements;
Current computer information systems, common office applications, spreadsheets and database software;
Principles and practices of project management;
Public speaking techniques, presentation delivery, and negotiation strategy.
Ability to:
Gather, analyze and evaluate data pertaining to a variety of issues, policies and procedures related to Countywide Contracting; utilize a variety of techniques to recommend and implement effective solutions;
Learn and maintain a broad knowledge of contract administration, monitoring, evaluation, policy and procedure;
Establish cooperative relationships with those contacted in the course of work;
Work independently and under pressure, meet deadlines, adapt to varying circumstances and use sound judgement in the performance of duties;
Represent the Office of Countywide Contract Management before County officials, committees, outside organizations and stakeholders;
Manage assigned projects, including, directing, assigning and reviewing the work of project staff;
Advise County agency/departmental staff on contracting policies and procedures;
Produce and deliver well-written reports and presentations containing effective recommendations before County management, representatives of other organizations and other interested members of the community;
Utilize standard office and specialized procurement and database software and programs;
Keep abreast of relevant laws, regulations and professional practices governing public contracting;
Take initiative in determining areas of concern and executing appropriate responses;
Persuade, justify and project consequences of decisions and recommendations;
Execute and monitor contracts.
